hidden in plain sight
Advanced Strategies for Detecting, Disrupting, and Prosecuting Exploitation and Human Trafficking Crimes
Course Description:
This comprehensive training equips law enforcement professionals, prosecutors, and child protective services professionals with the knowledge, skills, and strategic insight necessary to investigate, disrupt, and prosecute human trafficking operations while effectively supporting victims.
The instructors for this informative course are Jarrod Sadulski, PhD and Ali Hopper. Both of these instructors are globally recognized experts on the topic of Human Trafficking with in-depth knowledge drawn from direct interviews with actual human traffickers. Both have testified in front of Congress numerous times on this subject matter.
The course begins with an in-depth overview of human trafficking as a criminal enterprise, examining the structure, profit mechanisms, and operational models that sustain sex trafficking networks and other forms of human trafficking. Special emphasis is placed on the business model of sex trafficking and how traffickers recruit, advertise, control, and monetize victims and, critically, how law enforcement can strategically disrupt each stage of that model. This training also addresses the operational and legal nexus between prostitution and human trafficking, with emphasis on accurate identification and classification during investigations.
Participants will examine vulnerabilities facing children, with data specific to the jurisdiction in which the training is delivered, and explore the intersection of human trafficking and human smuggling. The course also analyzes gangs and organized crime groups involved in trafficking and assesses why greater enforcement priority must be placed on gang-involved trafficking arrests and prosecutions.
Learning Directly from Incarcerated Human Traffickers
A distinctive feature of this course is the integration of insights drawn from extensive interviews with incarcerated human traffickers. Participants will analyze firsthand accounts from offenders who operated within trafficking networks, providing rare visibility into recruitment strategies, manipulation tactics, branding methods, victim control techniques, financial structures, and operational security measures.
These interviews offer a practitioner-level understanding of how traffickers think, adapt, and exploit systemic weaknesses. By studying trafficking from the offender’s perspective, participants gain strategic insight that enhances investigative effectiveness, strengthens disruption efforts, and improves prosecutorial outcomes.
The course also includes an examination of trafficker psychology based on these interviews, helping officers better recognize patterns of coercion, deception, grooming, and trauma bonding.
Emerging threats are addressed that involve a wide range of crimes against children, including the rapid rise of sextortion labeled by the FBI as the fastest-growing crime targeting minors. This course will teach what law enforcement must understand to prevent victimization.
The training integrates trauma-informed communication strategies, equipping officers with practical tools to engage trafficking victims effectively and ethically. Ten structured, field-tested questions will be provided to help officers open dialogue and identify exploitation. Case studies from the local jurisdiction, including landmark human trafficking prosecutions, will illustrate coercion dynamics, evidentiary challenges, and successful investigative strategies.
Participants will also explore:
-
Legal frameworks and legislative gaps impacting trafficking prosecutions
-
Common prosecutorial challenges and strategies to overcome them
-
Skills-based investigative techniques for trafficking cases
-
Planning and executing rescue operations
-
Community-based trafficking prevention strategies
By the end of this course, attendees will leave with a deeper operational understanding of human trafficking networks, enhanced investigative skills, and practical tools to identify victims, disrupt criminal enterprises, and strengthen prosecutions.
Course Objectives:
Upon successful completion of this course, participants will be able to explain the structure of human trafficking as a criminal enterprise, including the business model of sex trafficking and the key disruption points available to law enforcement. Participants will analyze vulnerabilities facing children, with specific attention to trends in the specific jurisdiction, and distinguish between human trafficking and human smuggling dynamics. They will evaluate the psychology, recruitment methods, coercion strategies, and operational mindset of traffickers through insights drawn from interviews with incarcerated offenders, strengthening their ability to anticipate offender behavior.
Participants will also identify indicators of gang and organized crime involvement in trafficking operations, recognize characteristics of stash houses and trafficking environments, and assess the emerging threat of sextortion targeting minors. The course will equip attendees with trauma-informed communication strategies for engaging victims, including structured approaches to initiating disclosure. Additionally, participants will evaluate legislative frameworks and prosecutorial challenges in trafficking cases, develop skills-based investigative strategies, plan and support rescue operations, and implement community-based prevention efforts designed to disrupt trafficking networks and protect vulnerable populations.
